Proforma invoice vs GST tax invoice
A proforma is not a tax invoice. GST liability follows the tax invoice (and the time-of-supply rules), not a quotation or proforma.

Proforma
A proforma is a proposed bill: amounts, terms, sometimes GST as an estimate. It is not the document that by itself discharges GST invoice duties under Rule 46.
Tax invoice
The tax invoice is the GST document with the Rule 46 particulars, the serial number in your tax series, and the tax columns.
